On Tuesday, June 15, the Cabinet of Ministers issued an order regarding the granting of funding to the Information Centre of the Ministry of the Interior for unforeseen cases of EUR 364 210 in order to purchase equipment for inspection of Covid-19 certificates for the needs of authorities in the home affairs sector.
In order to be able to effectively and easily demonstrate and verify individuals' rights to exceptions to epidemiological security measures, a digital solution is introduced: a certificate for vaccination, testing or diseasement (Covid-19 certificate). The drafting of the certificate was launched to facilitate free movement during the Covid-19 pandemic.
It is expected that the certificate will be used in Latvia as early as June so that individuals can easily and effectively obtain a certificate of vaccination, a negative Covid-19 test or after Covid-19, a digital Covid-19 certificate, and use it to demonstrate their right to exceptions to epidemiological security measures.
The certificate will contain a QR code (Quick Response Code) or two-dimensional barcode, and will be used electronically or paper. With the introduction of a certificate, it is also necessary to provide for the possibility of checking it. In the field of competence of the home affairs sector, the State Border Guard and the State Police shall examine the certificates.
Therefore, in order to provide the State Police and the State Border Guard with the necessary equipment - mobile phones equipped with camera functionality and data transmission support, the Information Centre of the Ministry of the Interior has identified the needs of these authorities and equipment of EUR 364 210 is needed to ensure the verification of certificates. A total of 860 facilities are planned to be purchased.
