As of January 1 of this year, a Latvian citizen or non-citizen who has provided information about his or her place of residence abroad in accordance with the procedure specified in the Population Register Law and has reached the age of 15 is obliged to receive an eID card when issuing a passport.
Amendments to the Law on Identity Documents of 21 January envisage setting the eID card as a mandatory identity document for a Latvian citizen or non-citizen who has declared a place of residence abroad, from 1 January 2025, and not from 1 January 2031, as above.
