The idea of founding ISA is based on the fact that since 2010 the home affairs sector has not had its own specialised universities, as is the large majority of EU countries. It is also necessary to improve the quality of the pre-trial investigation.

The new ISA mission will include: the creation of knowledge, methods and innovation, and the implementation of science and excellence-based studies in the field of high-skilled experts in the field of security and the fight against crime, while at the same time ensuring progress towards international awareness and close cooperation in the specialised university segment, whose strategic specialisation is linked to the training of high-level specialists for law enforcement in the institutions.
