The Minister for the Interior, Sandis Ģirģens, points out that the government support expressed today for the Ministry of the Interior's information report “On the purchase of real estate for the performance of the functions and tasks specified for the State Police related to ensuring public security and order” is an important and at the same time a positive signal for the completion of the State Police infrastructure and improving the working conditions of police. Society and the country as a whole will benefit from substantial savings in financial, material and human resources, as well as a modern approach to providing services to the public.
"I am pleased with such a government decision, which allows for a significant step towards structural reforms in the home affairs sector. I believe that the outdated infrastructure and inappropriate equipment of this time in the State Police significantly hamper the timely and efficient performance of its functions, undermine the motivation and results of the work of employees, as well as contribute to the drain of personnel and hinder the recruitment of new employees to the State Police. The purchase of new real estate will contribute to the efficiency of the State Police Riga Region Board and improve the overall security situation,” said Minister of the Interior Sandis Ģirģens.
On Thursday, May 27, the Cabinet of Ministers conceptually supported the purchase of a new building for the purposes of the State Police and authorised the opening of a foreclosure procedure for real estate on Pērnavas Street 83, Riga.
The State Police has taken a decision regarding the merging and transfer of four State Police Riga Regional Council stations to new premises, creating the Riga Regional Administration of the State Police Riga Centre, in which the following Riga Regional Council precincts would be combined: Riga Brass precinct, Riga Latgale precinct, Riga Centre precinct and Riga Teikas precinct.
Eight State Police precincts are currently located in Riga at 11 separate sites: Riga Ķengarga precinct, Riga Kurzeme precinct, Riga Zemgale precinct, Riga North precinct, Riga Latgale precinct, Riga Centre station, Riga Brass precinct and Riga Teikas precinct.
Most of the premises of these stations are rented, and in most cases the premises are in a very poor technical condition and do not meet the needs of the State Police, as well as their rebuilding is not economically viable. Similarly, the deployment of road transport required for service purposes is also a problem.
The management decision will help optimize and modernise Riga's right shore stations.
The sources of expenditure related to the disposal of real estate are funds from the Covid-19 crisis management and high-readiness projects related to economic recovery of EUR 12 789 299.
It is planned to enter into a contract regarding the purchase of immovable property in conformity with the meeting of the Cabinet of Ministers on 18 March 2021 by 1 August 2021, observing the procedures for the alienation of immovable property required by the Law on the alienation of immovable property.
