Currently, the Register of Natural Persons includes 46 512 Ukrainian civilians who have been granted temporary protection status in Latvia, of whom 61% are women and 39% men.
A total of 67 971 residence permits have been issued to Ukrainian civilians since the beginning of the war. In 2024, the issuance of both first-time and repeated temporary residence permits for Ukrainian civilians continues. The number of residence permits issued in 2024 remains moderate and stable.
In the first nine months of 2024, 17 871 Ukrainian citizens have crossed the external border into Latvia. Flows remain moderate and stable, while the summer months see an increase in arrivals, due to the traditionally more active travelling during the summer months. It should be noted that the majority of Ukrainian citizens cross the territory of Latvia for transit purposes. In 2024, the majority of arrivals comes through Riga Airport - 63%, from Russia - 27%, and from Belarus - 10%.
The planned funding to support Ukraine in 2024 is EUR 70 000 000 (in comparison with previous years: EUR 71 139 692 — in 2023 and EUR 78 501 827 — in 2022).
As of 17 September 2024, 9 080 Ukrainian civilians have active employment relationships. The most common occupations are cleaner, handyman, sales assistant, cook and workshop worker. At the same time, it should be stressed that a relatively large number of Ukrainian civilians in Latvia are also employed in the healthcare sector.
As of 2 September 2024, 29 796 Ukrainian civilians are registered with the State Employment Agency, including 9 433 Ukrainian civilians have been granted the status of unemployed. Also, as of 2 September 2024, the State Employment Agency has registered 16 219 applications from Ukrainian civilians for the employment start-up benefit.
