On Tuesday, August 18, the Cabinet of Ministers reviewed the informative report developed by the Ministry of the Interior on the implementation, establishment and maintenance of the information systems “Fire Safety Supervision and Civil Protection Work Management and Control” and “Fire Safety Condition Self-Declaration System”.

In order to make the procedure for organizing the state fire safety supervision work more efficient, it is planned to introduce the information system “State Fire Safety Supervision and Civil Protection Work Organization System” (UDOS) and the information system “Fire Safety Condition Self-Declaration System” (Self-Declaration System).

The self-declaration system would serve as a convenient and understandable self-assessment tool, which would help the persons in charge of the object to be aware of the fire safety requirements specified in regulatory enactments in the respective object.

At the same time, in the Self-Declaration system, the persons in charge of the objects would be provided with an opportunity to assess the fire safety condition of the respective object by declaring the fulfillment of fire safety requirements, which would also promote greater co-responsibility from the persons in charge of objects.

UDOS, on the other hand, is intended as a management system for several interconnected information systems, available to SFRS officials involved in state fire safety work, in order to ensure the circulation of necessary information for state fire safety supervision and civil protection work.

The functionality of the self-declaration system would provide automatic data exchange with UDOS on the need to primarily perform fire safety inspections at facilities where a low fire safety assessment has been declared. Also, the introduction of UDOS and the Self-Declaration System would facilitate a more complete assessment of the fire safety situation in the country, and the planning of fire safety inspections would be based on risk assessment.

The solution proposed by the Ministry of the Interior envisages that the UDOS and the Self-Declaration System are developed as state information systems, where SFRS will ensure the development of regulatory enactments necessary for the implementation and operation of the said state information systems, and the Ministry of the Interior Information Center. The manager of the mentioned state information systems will be the SFRS, while the holder of the state information systems will be the Information Center of the Ministry of the Interior.
