The State Police telephone number 110 is currently busy due to the large number of incoming calls regarding letters received about possible security risks. The State Police would like to reiterate that this is considered a low-level threat and no evacuation is necessary; educational institutions can safely continue their work. The State Police has sent all pre-school educational institutions and some schools recommendations on how to proceed, which we encourage you to follow. The State Police reminds everyone that it is important to remain calm and act rationally in such situations.

Also tonight, pre-school educational institutions across Latvia have received around 400 e-mails about potential security risks. The police have already informed the institutions that the threat is considered low-level and that no evacuation is necessary.

We urge people to follow the recommendations of the police, there is no need to be alarmed. Just like yesterday, these letters aim to deliberately destabilize society and create anxiety. The police are continuing their investigation and are doing everything possible to solve this crime.

At the same time, parents and children are urged to discuss and review the use of Internet sites and their content, including the various Telegram groups, where information about these events is expressed, and not to share this content further! This is exactly what these individuals want in order to create anxiety.

The State Police would like to remind the heads of educational institutions that in such situations it is important to remain calm and act rationally, while remaining alert and paying attention to any unusual occurrences and reporting immediately to the police if any real danger is suspected.

Further to the information initially provided, it has so far emerged that at least three types of notifications have been distributed from several addresses - the sender appears to have generated different e-mail addresses, but all the cases are linked. The State Police Cyber Crime Combatting Department has initiated criminal proceedings under Section 2311 of the Criminal Law for knowingly making a false report on placing or locating of explosive, poisonous, radioactive or bacteriological substances or materials or explosive devices.

Today, several educational institutions across Latvia have received identical e-mails about potential security risks. This type of e-mails has come to the attention of the State Police in the past, when identical text was sent to different institutions, even to hundreds of addresses, as in this case. The State Police has developed precise action algorithms in such cases, clearly defining the action and assessing the level of risk. The information available to the police in this case indicates that the e-mails were deliberately sent from a single addressee and, all things considered, this is a low-risk threat and there is no reason for the public to be alarmed. As usual, the Sate Police is carrying out routine security checks in educational institutions and is in contact with school staff regarding the necessary action to be taken. The State Police will assess these cases in the framework of criminal proceedings.

It should be recalled that for knowingly making a false report on placing or locating of explosive, poisonous, radioactive or bacteriological substances or materials or explosive devices, criminal liability is provided.
