On Tuesday, 6 October the Cabinet of Ministers (CM) approved amendments submitted by the Ministry of the Interior to the Cabinet of Ministers Regulation No. 360, “Epidemiological Safety Measures for the Containment of the Spread of COVID-19 Infection”, concerning the implementation of the Information System for the Monitoring of Traveller Registration (IECIS).
Electronic questionnaires will be accessible from any smart device and it will be possible to complete them on a special website, covidpass.lv, as of 12 October. Persons entering the Republic of Latvia up till 11 October at 23:59 will be filling in paper questionnaires, which are handed out by passenger transport operators. As of October 12, the covidpass.lv website will already be available, and persons crossing the border of the Republic of Latvia will be required to fill in an electronic questionnaire and show the QR code assigned to them when they completed the questionnaire to border guards.
Completion of the contact information form is mandatory for all travellers, and it must be completed no earlier than 48 hours before crossing the Latvian border. The person must indicate in the questionnaire relevant contact information including their name, surname, personal identification code, the address where they will reside and the telephone number where they can actually be contacted, as well as countries they have visited over the past 14 days and dates of departure preceding their arrival in the territory of Latvia. For each adult, the certificate must be completed separately, for minors, the certificate is to be completed by parents or legal guardians.
After filling in the form certifying their contact information, the traveller will receive a QR code which is assigned to them personally and which also confirms that the information they submitted on the electronic questionnaire was received. In case the QR code is lost, the traveller can go back to the website and retrieve their QR code again by clicking on the “Receive QR Code” function and entering their e-mail address.
The data indicated in the questionnaire is automatically transferred to law enforcement authorities – the State Police (VP), the State Border Guard (VRS) – and the Disease Prevention and Control Center (SPKC). Personal data will be stored for 30 days for the sake of epidemiological safety and so that travellers can be contacted. After 30 days, personal data will be automatically deleted.
The Information System for Monitoring of Traveller Registration (IECIS) with its contact certification form shall serve as an electronic self-declaration system for persons arriving in Latvia or returning to Latvia from a trip abroad, and it has been developed by the Information Centre of the Ministry of the Interior in cooperation with VP, VRS and SPKC.
