APAS

In December 2018, the Saeima approved the new Administrative Liability Act in its final reading, which will introduce a series of changes to the administrative procedures at this time. The new Administrative Liability Law will enter into force on July 1 this year, and the current Latvian Code of Administrative Violations will therefore cease to be in force. One technological tool, namely the APAS system, developed by the Information Centre of the Ministry of Interior, will be introduced in order to ensure uniform accounting of administrative infringement processes in all State and local government institutions. THE legal framework of the APAS system is laid down in the Law on the Penalties Register. 


“One of my priorities, when I became Minister, was to modernise the day-to-day work of the services so that citizens of Latvia can receive faster and better security services. Currently, a system that speeds up and efficiency in the day-to-day work of the police, which will both save state budget resources and reduce human resources, will start to work with the entry into force of the Administrative Accountability Act,” says Sandis Ģirģens, the Minister of the Interior.

The APAS system will not be merely a data recording system, but a system that will ensure that the administrative infringement process is carried out electronically, starting from the time when a decision is taken on the refusal to initiate a process or process and ending with the deletion of data, as well as automated preparation of various decisions on the basis of the data entered in the system. This will save not only paper and mail costs, but also human resources, as the APAS system aims to provide support for the process and monitoring.

“This is the first victory in the digitisation of police and home affairs, but it does not stop - the Information Centre of the Ministry of Interior has already started work on speech recognition tools. it will be possible to convert voice recordings into text, such as interviews and meetings, to virtual assistants, to a machine training tool that will be able to predict criminal offences and fire risks," continues Minister.

The basic sanctions are expected to be in the form of a warning and a fine, additional sanctions – a ban on the exercise of different types of personal rights and a withdrawal of rights, a penalty of thirty days, and a unit of fines of five euro.
